In an era of increasingly sophisticated identity fraud and document counterfeiting, agencies and organizations responsible for verifying credentials face mounting challenges, particularly when front-line, entry-level staff have little to no document authentication experience. Criminals now exploit advanced printing technologies, digital manipulation tools, and global information sharing to create fraudulent documents that can be difficult to detect. To combat these evolving threats, the American Association of Motor Vehicle Administrators (AAMVA) continues to develop, maintain, and expand the Fraud Detection and Remediation (FDR) program—a computer-based training platform designed to equip professionals with the knowledge and skills necessary to identify, analyze, and respond to fraudulent documents.
The FDR program represents a comprehensive and flexible approach to document security education, supporting frontline staff, investigators, and administrators across government and industry sectors. Through structured coursework, real-world examples, and continual updates, FDR plays a critical role in strengthening the nation’s document verification ecosystem.
Fraudulent documents are central to a wide range of criminal activity, including identity theft, financial fraud, human trafficking, illegal immigration, and terrorism. Driver’s licenses, passports, birth certificates, visas, and employment authorization documents are frequently targeted due to their value in establishing identity.
Modern counterfeit operations often use high-resolution printers, laminates, holographic overlays, and stolen templates to produce increasingly convincing fakes. In some cases, criminals alter genuine documents, changing photos, dates of birth, or names—to create hybrid fraud that is even harder to detect.
As these methods evolve so too must the training of personnel responsible for document inspection. Holistic blends of traditional hands-on instruction coupled with individual computer-based education, updates and other systems and solutions are the best defense against varied attacks at multiple vectors. The successful fight against fraud requires a thoughtful approach to people, processes, and technology.
Fraud Detection and Remediation (FDR) is an electronic learning platform designed to build foundational knowledge and establish skills in document and fraud identification. While AAMVA jurisdiction members deploy FDR in a variety of methods to support their training schemes, select content is also available to non-members through AAMVA’s online Learning Management System, allowing users to complete courses at their own pace while ensuring consistent instruction.
Users can access courses from any location with internet connectivity, 24/7. Self-paced learning allows participants to progress according to their schedules while maintaining consistent standards, while downloadable reference material keeps key information close at hand.
Document fraud evolves rapidly. AAMVA remains committed to update content as new threats, document designs, and fraud trends emerge—keeping learners current.
The FDR program serves a broad range of professionals involved in document verification and identity management, including:
- Department of Motor Vehicles (DMV) personnel
- IRS, CVSA, NAPHSIS
- Law enforcement officers and investigators
- Border and immigration officials
- Financial institution compliance teams
- Retailers, Academia and Medical
- Human resources and employment verification staff
- Security professionals in regulated industries
